專家傳真－大型儲電系統 未來能源結構核心

八月底台灣高科技產業龍頭台積電傳出將自蓋電廠，以因應台灣未來缺電之虞，此語一出無異是台灣政經界的一枚震撼彈，的確，像台積電如此高科技產業，不可一秒鐘斷電，甚至一眨眼也不行，否則整個製程上未完成晶片將全部泡湯，一下損失數十億元絕非唬人之言。

張忠謀董事長此一憂慮，理論上沒有錯，但就台灣高科技產業的能源需求而言，除了要供電無虞之外，電力品質的保證更是重要，這就點出了未來能源結構的核心所在：大型儲電系統，作者建議與其盼望遙遙無期且具高度不確定性之（自由）電業法的立法或修正通過，台積電不如可先考慮建造大型儲電系統，就像一般電腦的不斷電系統一般，即使地震等天然災害造成電網斷電，也不會影響晶圓製程的持續運轉。

無論是否為政治問題，台灣要建一座電廠可說比登天還難，不要說核四，就是屬於再生能源的風力發電場也有人在抗議，但是不能說因為蓋電廠難，就此棄國家民生經濟於不顧，基本上，台灣電力不是產出不夠，而是電網營運不夠效率。一個國家白天用電量大，而晚上或假日用電量少，如果僅考慮尖峰用電，而大肆興建電廠，這就成為一個能源使用上的盲點，因為有效的電力電網管理才是解決台灣目前缺電的最佳方案，這也是本文所提出，大型儲電系統是未來能源結構核心之所在。

台灣目前唯一大型儲能系統為明潭抽蓄水力電廠，利用晚上離峰時刻抽水至上游水庫，然後白天尖峰時刻再放水至下游發電，充分發揮電力尖離峰管理作用，只可惜台灣再也找不到如此優良的抽蓄水力發電場所，否則台灣也不會出現電力調配困難，天天喊缺電的窘境。

能源安全和氣候變遷議題已成為全球焦點，台灣傳統自產能源缺乏，但擁有豐富的再生能源，例如，風力、太陽能、海洋能等，惟再生能源能量密度低且供應不穩定，其發出的電力無法直接饋入電網，大型儲電系統適時可派上用場，例如，台灣海峽離岸風力發電蘊藏量驚人，如果大量開發並配合大型儲電系統的統籌儲存配送，能有機會讓台灣成為能源自主的綠色能源家園。

行動電話是今日人手一支的生活必備品，其中的儲電裝置鋰電池厥功至偉，現在鋰電池已擴大應用到電動車輛之上，尤其是劃時代石墨烯儲電材料的應用，能讓電動車電池快速充電並瞬間大量放電，未來如果電動車大量使用，則所有電動車電池無形中將成為一座全國最大儲電系統，充電之外，亦可將多餘的電力反饋給電網，最直接的效益就是解決尖峰負載難題，把離峰和尖峰負載差距的降低，讓電網作更有效的運用。

此項大型儲電系統的成本效益，不只針對電動車使用者，同時也有利於電力公司，電力公司能將多餘電力，用於系統的充電，避免浪費，隨時保持電網的供需平衡。

大型儲電系統可有效管理電網電力調配，對於需要大量開發再生能源電力的台灣更是一項不可或缺的技術，另外尖峰用電的獲得舒緩，也可同時解決不必要的電廠擴建難題。
